Gibbs came up with a plan that involved Tony and Ziva breaking into a secret facility. But he forgot to mention that it's just a hoax to find a mole in NCIS and that he actually planned for them to get caught. After it was all over, Tony found out and boy, was he pissed. I have never seen him so angry with Gibbs...
