I'm guessing they just didn't proofread very well, considering the second sentence, in which "agent Burke of the FBI appended him." To append: add (something) as an attachment or supplement. Oops. Lol!
Also, when the hell did he start his life of crime? In diapers? If we assume Neal is roughly 30, he's been with Peter for a year now, so starting at 29. He was almost done with a 4 year hitch before that. So that started at 25. And according to this it took the FBI 6 years to catch him. 19???? (Also, Peter says he chased Neal for 4 years, so some other poor guy got stuck with the first two years before handing Neal off to Peter, apparently).
(Also, at least the teacher was consistent - Caffrey is misspelled later in the paragraph too.)
