From what I read, the writers said that Will and Elizabeth got to live together in the end, because she did wait for him the ten years, which was a way to break the curse. Only because Calypso didn't wait for Davy Jones was he cursed to ferry the souls for eternity. They didn't make it clear enough in the movie.
